James Calvin Craver settled the area in 1877, and what's now Old Downtown Palm Harbor was platted in 1888 under the name Sutherland before the area took the Palm Harbor name in 1925; that older, Gulf-adjacent section has faced coastal flood exposure since long before modern storm-surge mapping existed.
